SAIPEC 2022 officially kicked off with a pre-conference meeting of African regulators and engagement roundtable.

Leading the African Local Content Agenda, Nigeria takes the rest of Africa through their representatives through its success story on Local Content implementation through the NOGICD Act which established the Nigerian Content Development and Monitoring Board, (NCDMB).

The Executive Secretary of the NCDMB, Engr. Simbi Wabote, was represented by Dr. Ginah O. Ginah, General Manager, Zonal Coordination and Corporate Communications of the NCDMB.

The roundtable had representations from
heads of NOCs from Liberia, Uganda, The Gambia, Gabon, Somaliland, Mauritania, Namibia, Angola, Sierra Leone, Mozambique, Ghana, Kenya amongst others.

The session encouraged African countries to adopt, develop and modify where necessary, local content laws that will help countries maximally utilize its abundant natural and human resources while forming an integrated Africa through the African Continental Free Trade Area Agreement (AfCFTA) that will ensure economic sustainability across all sectors.

First Technical Session Day One

First Technical Session, Day One.
This session highlighted the opportunities as several new and existing energy countries offer their prospects, how, coming out of a global pandemic and low oil price, sub-saharan Africa's NOCs are adapting and maximizing their potentials, what strategies have been enacted to drive investment into existing and future prospects, strategies in place to ensure prospecting companies throughout the value chain have sustainability at the heart of investments and the role of energy transition within existing and future exploration.
The session, moderated by the former Minister of State for Petroleum Resources and former OPEC and APPO President, Dr. Emmanuel Ibe Kachikwu, had a hybrid group of panelists consisting of Representatives from the National Oil Company of Liberia (NOCAL);
Uganda National Oil Company;National Oil Corporation, Kenya; Gambia National Petroleum Corporation; Societe Mauritanienne (SMH), Islamic Republic of Mauritania and PETROSEN, Senegal.

Day One, Session Two: Country Showcases - Regulators & Government

This session, moderated by C.E.O, Waltersmith, Mr. Chikezie Nwosu, had panelists from Nigeria, Namibia, Sierra Leone, Angola, Somaliland, Mozambique, Gabon and Niger Republic.

DAY ONE, SESSION THREE

The third technical session x-rayed the Dynamics of Sub-Saharan Africa's Energy, Oil and Gas Sector and a low-carbon Future - An IOC Perspective.

Panelists examined the impact of the oil and gas sector in Sub-Saharan Africa over the next five years - what is required to transition and ensure low-carbon demands and targets are achieved; how companies are adapting and evolving the way they operate and what technologies and latest innovations are being utilized to ensure companies are transforming to meet low-carbon demands.

The panel, comprising speakers from SNEPCo Nigeria, Chevron Nigeria, TotalEnergies Nigeria, Equinor and Eni, had Engr. Elizabeth Rogo as moderator.

To round up the technical sessions for the day, Mr. Ademola Adeyemi-Bero, MD/CEO, First E&P, presided over a session of Independents that have been in the forefront of E&P developments across Sub-Saharan Africa, fostering collaborations and developing into regional players.
The session outlined the strategies that these Independents have in place to ensure that investments remain and frontier opportunities are maximised whilst outlining plans to reduce carbon-emissions towards the global net-zero goal.
Panelists included the C.E.O, ND Western, Mr. Eberechikwu Oji; Mr. Chike Nwosu, C.E.O, Waltersmith Petroman; Mr. Chemsdiene Sow Diena, Exploration Director, Societe Mauritanienne (SMH), Mr. Azfar Hussain, CFO, ND Western and a representative from Sankore Securities.

Day Two of SAIPEC 2022 continued with the fifth technical discussions around Gas.

*What will be the role of gas in the net-zero carbon strategy for 2050 in Sub-Saharan Africa?

*How can Africa shift the existing paradigm to expedite the transition whilst maximizing her energy mix?

*Monetizing, commercialising and developing gas competitiveness in the energy transition

*The role of natural gas as a complement to renewables.

Moderated by Mr. Victor Okoronkwo, panelists on this session included Mr. Ed Ubong, MD, Shell Nigeria Gas (SNG) & President, Nigeria Gas Association (NGA); Mr. Adele Falade, GM, NLNG; Mr. Yann Yangari, Gas Task Force, Gabon; Mr. Sunday Okunbor, of ND Western; Dr. Riverson Oppong of Ghana National Gas Company; Engr. Chuka David Eze of Frazimex Wngineering Ltd. (Oilserv Group); Ms. Lola Odunsi of GHG Sat, UK and Dr. Guillermo de Aguiar Ventur, ANPG, Angola.

Session Six of SAIPEC was on the African Content Series and featured a live interview with PETAN Chairman, Mr. Nicolas Odinuwe and his counterpart, President of the Oil and Gas Trainers Association of Nigeria (OGTAN), Mazi Sam Azoka Onyechi.

They were interviewed by the C.E.O, Zoramu & former Managing Director, Tullow Oil, Republic of Uganda, Mr. Jimmy Mugerwa.

Both speakers called for stronger collaboration in deepening local content and forming formidable pressure groups that call for policies that will better harness Africa's resources through human capacity development and indigenisation of technologies.

Day Two, Panel Three, moderated by PETAN past Chairman and CEO, Oildata Energy Group, Engr. Emeka Ene, focused on Developing a world-class Local Content Structure. Panelists included Ms. Cany Jobe of Gambia National Petroeleum Corporation; Mr. Andy Odeh of Nigeria LNG; Mrs. Jessica Kyeyune of the Uganda National Oil Company (UNOC); Dr. Riverson Oppong of the Ghana National Gas Company; Mr. Lanre Olawuyi of SPDC, Nigeria and Mr. Alex Aghedo of TotalEnergies, Nigeria

It was followed by a Women In Industry session that was moderated by Ms. Cany Jobe of Gambia National Petroleum Corporation. Panelists were Mrs. Ibiyemi Ashaolu of Shell Nigeria Exploration Company; Petan's Dr. Mrs. Ibilola Amao of Lonadek Services and Member, Women In Energy Network (WIEN), PETAN Secretary and MD, Aftrac Limited, Ms. Patricia Simon-Hart; CEO, Tsavo Oilfield Services & President (East Africa), African Energy Chamber, Engr.
